Reps Extend Deadline for State Creation Memoranda

The House of Representatives has announced an extension of the submission deadline for memoranda on the creation of new states and local governments. The new deadline is now March 26, 2025.

This decision was made following public demand for more time to refine and resubmit their legislative proposals. The House spokesperson, Akin Rotimi, stated that the extension is to ensure compliance with Section 8 of the 1999 Constitution (as amended).

On February 7, 2025, the House Committee on Constitution Review announced that it had received memoranda to create an additional 31 states. However, none of the proposals met the constitutional requirement.

The Deputy Speaker of the House of Representatives and Chairman of the House Committee on Constitution Review, Benjamin Kalu, emphasized the importance of a thorough and constitutionally compliant process. “Our goal remains to facilitate a process that addresses legitimate aspirations for state and local government creation,” he said.

Requirements for State Creation

To be eligible for consideration, proposals for state creation must meet specific requirements:

  • Support from Elected Parliamentarians: At least two-thirds majority of elected parliamentarians representing the affected area in the Senate, House of Representatives, state House of Assembly, and local government councils.
  • Constitutional Compliance: Proposals must align with constitutional provisions and the broader interests of the Nigerian people.

Submission Guidelines

Soft copies of memoranda should be emailed to: info@hccr.gov.ng. The deadline for submission is Wednesday, March 26, 2025.
